Nowadays, electromagnetic radiation pollution is recognized as an important source of pollution to the ecological environment. The United Nations Environment Conference also listed it as an important target for pollution prevention. With the wide application of electromagnetic technology, people are beginning to notice the pollution problems they bring when they enjoy the benefits. The prevention and control of electromagnetic radiation pollution has also become an important difficulty and hot issue in the field of environmental law. It is worth noting that because China's legal provisions on the prevention and control of electromagnetic radiation pollution are relatively old, the relevant legal system is still not perfect, and the actual problems of electromagnetic radiation pollution are frequent, and social disputes continue.

　　In daily life, the popularity of computers, microwave ovens, refrigerators, televisions, mobile phones and other electronic appliances has led to long-term exposure to electromagnetic radiation. Because electromagnetic radiation pollution is invisible, intangible, and latent and concealed, electromagnetic radiation pollution is often difficult to detect and is ignored. In Western countries such as Europe and the United States, there are a large number of studies on the relationship between electromagnetic radiation pollution and human diseases. China began to notice this problem in the 1970s. In 1988, the "Electromagnetic Radiation Protection Regulations" was enacted. In 1989, the "Environmental Electromagnetic Hygiene Standards" was promulgated, the "Electromagnetic Radiation Environmental Impact Assessment and Standards" of 1996, and the "Protection Measures for Environmental Protection of Electromagnetic Emissions" issued in 1997. After so many years, our current legislative environment has undergone great changes, and electromagnetic radiation pollution has changed a lot in both quantity and type. From various disputes caused by electromagnetic radiation pollution, it is not difficult to see that the current legislation on the prevention and control of electromagnetic radiation pollution in China is seriously lagging behind, and it cannot adapt to the actual situation and cannot be settled. At the same time, the lack of regulatory documents on laws, regulations and rules concerning the prevention and control of electromagnetic radiation pollution has resulted in the existing legal system for the prevention and control of electromagnetic radiation pollution being unsound; the relevant content is outdated and contradictory, and there is no unified national standard; Lack of industry standards for products that generate electromagnetic radiation, the layout of large-scale engineering projects with electromagnetic radiation is very unreasonable, resulting in such electromagnetic radiation pollution harming the safety of citizens' personal property.
